CRIMINAL COMPLAINT Conspiracy to Possess a Controlled Substance with Intent to Distribute Beginning in or before October 2015, and continuing until on or about April 2016,in the Fort Worth Division of the Northern District of Texas, and elsewhere, the defendants, Estevan SIDON-GONZALEZ, Epitacio CABRERA-CASTILLO, alsoknown as Charangas, Jesus SIDON and Teresa SIDON along with others known and unknown, did knowingly and intentionally combine, conspire, confederate, and agree toengage in conduct in violation of 21 U.S.C. §§ 841(a)(1) and (b)(1)(B), namely to possess with intent to distribute 50 grams or more of a mixture and substance containing a detectable amount of Methamphetamine, a Schedule II controlled substance.


In violation of 21 U.S.C. § 846 (21 U.S.C. §§ 841(a)(1) and (b)(1)(B)).I, the undersigned Complainant, being duly sworn, state the following is true and
correct to the best of my knowledge and belief:

1. Beginning in October of 2015 investigators assigned to the DEA Dallas Field Division began an investigation into the distribution of methamphetamine in the Dallas Fort Worth area by Estevan SIDON-GONZALEZ and Epitacio CABRERA-CASTILLO. Starting in February 2016 and continuing until April 2016 investigators assigned to DEA in the Dallas Field Division conducted Title III wire interceptions of cellular phones Criminal Complaint – Page 1 of 10 Case 4:16-cr-00122-O Document 1 Filed 04/18/16 Page 2 of 10 PagelD81 being utilized by Estevan SIDON-GONZALEZ and Epitacio CABRERA-CASTILLO.


These intercepts revealed that both Estevan SIDON-GONZALEZ and Eptiacio CABRERA-CASTILLO were involved in the distribution of methamphetamine and identified their network of co-conspirators. Below are events detailing one example of each person’s participation and role in the drug trafficking organization. Any referenced recorded conversations may include only a portion of the recorded telephone calls and may be summarized. The majority of these conversations occurred in Spanish. These conversations have been translated by either a Spanish-speaking contract monitor or a Spanish-speaking law enforcement officer.


2. On February 23,2016 investigators intercepted calls between Estevan SIDONGONZALEZ and Omar Rosales. During the intercepted telephone calls Rosales stated that he had a customer that wanted half of a kilogram (500 grams) of methamphetamine. SIDON-GONZALEZ agreed to sell Rosales the methamphetamine for $5,300 US Currency. Rosales indicated through the intercepted calls that the ultimately customer for the methamphetamine would be traveling with him. Based on these intercepted calls investigators established surveillance of SIDON-GONZALEZ’s residence located at XXXX Reed Street in Fort Worth, Texas. At approximately 6:04 p.m. investigators observed a maroon Ford truck bearing Texas license plate FLF6772 arrive at theresidence and park in the driveway.


Criminal Complaint – Page 2 of 10 Case 4:16-cr-00122-O Document 1 Filed 04/18/16 Page 3 of 10 PagelD82The driver later identified as Rosales and the passenger later identified as Gaspar Santana-Guzman exited the vehicle and approached the residence. While at the location investigators observed both Rosales and Santana-Guzman make several trips to and from the residence to the truck parked in the driveway.


3. At approximately 6:31 p.m. Rosales and Santana-Guzman got back into the vehicle and departed the residence. Investigators followed the vehicle and requested assistance from deputies with the Kaufman County Sheriffs Office to conduct a traffic stop on the vehicle. After observing a traffic violation deputies stopped the vehicle near Terrell, Texas and obtained consent to search the vehicle. Deputies located a plastic grocery sack containing a gallon size freezer bag and 4 individual plastic baggies each containing a crystal like substance believed to be methamphetamine with a field weight of 521 grams. This bag was located behind the navigation system in the dashboard area of the vehicle. Both Rosales and Santana-Guzman were placed under arrest for the state offense of Possession of a Controlled Substance PG 1 over 400 grams. Deputies seized a cellular phone from Rosales that had the same associated number that had been intercepted over the wire intercepts on this date. The crystal like substance was submitted to the DEA Lab which identified the substance as Methamphetamine Hydrochloride with a net weight of 499.3 grams. I believe based on the above information that SIDONGONZALEZ delivered 499.3 grams of methamphetamine to Rosales and Santana- Guzman on February 27,2016. 4. On March 8, 2016, at approximately 7:12 p.m. investigators intercepted a call between Teresa SIDON and Estevan SIDON-GONZALEZ. During the intercepted call Teresa SIDON stated “Salvador wants to talk to you.” SIDON-GONZALEZ replied“Who?” Teresa SIDON replied “Salvador and he wants a big one.” SIDONGONZALEZ asked “What does he want to talk about?” Teresa SIDON replied “He said you told him if he bought two that you would lower it.” SIDON-GONZALEZ replied“Yes.” Teresa SIDON stated “Let me tell him to come.” The call was ended. On this


same date, at approximately 10:36 p.m., a second call was intercepted between TeresaSIDON and SIDON-GONZALEZ. Teresa SIDON asked “How much is it?” SIDONGONZALEZ answered “Eleven.” Teresa SIDON stated “Yes it is eleven and I put eachof them in a thousand.” The call was ended. On March 9,2016 at approximately 10:19 a.m. investigators intercepted a call between Teresa SIDON and SIDON-GONZALEZ.
SIDON-GONZALEZ stated “Bring me those groceries.” Teresa SIDON stated “Okay, I am going over.” The call was ended.


5. I believe that the aforementioned intercepted calls were related to Teresa SIDON arranging a transaction for a kilogram of methamphetamine between an individual knownas Salvador and Estevan SIDON-GONZALEZ. Teresa SIDON informed SIDONGONZALEZ that a customer known as Salvador wanted to talk to him (“Salvador wants to talk to you.”). SIDON-GONZALEZ was unsure who Teresa SIDON was initially talking about (“Who?”).Criminal Complaint – Page 4 of 10 Case 4:16-cr-00122ODocument 1 Filed 04/18/16 . Page 5 of 10 PagelD 84 Teresa SIDON confirmed with SIDON-GONZALEZ that it was an individual named Salvador and informed SIDON-GONZALEZ that Salvador wanted to purchase akilogram of methamphetamine (“Salvador and he wants a big one.”). SIDONGONZALEZinquired of Teresa SIDON what there was to talk about related to the transaction (“What does he want to talk about?”). Teresa SIDON informed SIDONGONZALEZthat Salvador indicated that he had been told by SIDON-GONZALEZ that he would get a better price if he purchased two kilogram of methamphetamine as opposed to just one (“He said you told him ifhe bought two that you would lower it.”).

SIDON-GONZALEZ confirmed that it was correct (“Yes.”). Teresa SIDON informed SIDON-GONZALEZ that she would let Salvador know to come over (“Let me tell him tocome.”). Investigators believe that the second intercepted call was related to TeresaSIDON informing Estevan SIDON-GONZALEZ that she had obtained $11,000 US
Currency as payment for the one kilogram of methamphetamine that Salvador had purchased. Teresa SIDON asked SIDON-GONZALEZ how much money it was supposed to be for the one kilogram of methamphetamine (“How much is it?”). SIDONGONZALEZ informed Teresa SIDON that it should be $11,000 US Currency (“Eleven.”). Teresa SIDON informed SIDON-GONZALEZ that she had counted the money and placed it in stacks of $1,000 each and it had come out to $11,000 (“Yes it is

The call was ended. The following day SIDON-GONZALEZ contacted Teresa and told her to bring him the $ 11,000 US Currency from the methamphetamine transaction that occurred on March 8,2016 (“Bring me those groceries.”). Teresa SIDON confirmed that she would take SIDON-GONZALEZ the money (“Okay, I am going over.”). Investigators believe that based on the intercepted calls Teresa SIDON obtained 1 kilogram (1000 grams) of methamphetamine from SIDON-GONZALEZ and distributed it to a third party only known as Salvador who in turn provided Teresa SIDON with $ 11,000 as payment for the methamphetamine which was delivered to SIDONGONZALEZ the following day.


6. On March 25,2016 investigators through the wire intercepts learned that Estevan SIDON-GONZALEZ would be traveling to Mexico in the following days. These intercepts also revealed that Jesus SIDON would be left in charge of the residence located t 3300 Reed Street in Fort Worth, Texas and would be distributing methamphetamine to SIDON-GONZALEZ’s customers while he was in Mexico. On March 26,2016 investigators learned that SIDON-GONZALEZ had left the Fort Worth, Texas area and was on his way to Mexico. In the following days the intercepts of SIDON-GONZALEZ reveled that customers were continuing to place orders for methamphetamine through SIDON-GONZALEZ and SIDON-GONZALEZ would then in turn call Jesus SIDON
and let him know what to distribute and who to distribute it to. Criminal Complaint – Page 6 of 10 Case 4:16-cr-00122-O Document 1 Filed 04/18/16 Page 7 of 10 PagelD 86


7. On March 28,2016 at approximately 5:00 p.m. investigators intercepted a call between Marco Deleon and Epitacio CABRERA-CASTILLO. During this intercepted call CABRERA-CASTILLO asked “Can you take the paper to the man?” Deleon replied “Yes.” CABRERA-CASTILLO stated “You need to leave right now.” Deleon stated “I
will head over there now.” The call was ended. At approximately 5:02 p.m. investigators intercepted a call between Estevan SIDON-GONZALEZ and Epitacio CABRERACASTILLO. During the intercepted call CABRERA-CASTILLO stated “I am just about
to head out to your brothers.” SIDON-GONZALEZ stated “Okay.” CABRERACASTILLO stated “Ask if he has five rods and I am taking the four newspapers.” SIDON-GONZALEZ stated “Okay.” The call was ended.


8. I believe the intercepted calls were in reference to CABRERA-CASTILLO sending Deleon over to meet with Jesus SIDON at SIDON-GONZALEZ’s residence to obtain 5 ounces of methamphetamine and turn over $4,000 US Currency. CABRERACASTILLO asked Deleon if he could take the US Currency to Jesus SIDON (“Can you take the paper to the man?”). Deleon confirmed that he would deliver the US Currency (“Yes.”). CABRERA-CASTILLO informed Deleon that it was urgent and he needed to
go as soon as possible (“You need to leave right now.”). Deleon stated that he would be leaving (“I will head over there now.”). CABRERA-CASTILLO informed SIDONGONZALEZ that he was going to be heading over to Jesus SIDON’s (“I am just about to head out to your brothers.”). Criminal Complaint – Page 7 of 10
Case 4:16-cr-00122-O Document 1 Filed 04/18/16 Page 8 of 10 PagelD 87 SIDON-GONZALEZ confirmed that he understood that CABRERA-CASTILLO would be meeting with Jesus SIDON (“Okay.”). CABRERA-CASTILLO asked SIDONGONZALEZ if he could obtain 5 ounces of methamphetamine from Jesus SIDON and told SIDON GONZALEZ that he would be delivering $4,000 to Jesus SIDON (“Ask if he has five rods and I am taking the four newspapers.”). SIDON-GONZALEZ confirmed that he understood that CABRERA-CASTILLO would be picking up 5 ounces of methamphetamine and dropping off $4,000 (“Okay.”).


9. Based on these intercepted calls investigators established surveillance of the residence located at XXXX Reed Street in Fort Worth, Texas. At approximately 5:13 p.m. investigators observed Deleon arrive at the residence driving a maroon Chevrolet truck bearing Texas buyers tag 46F6949. At approximately 5:17 p.m. Deleon departed the location. Investigators requested assistance from a Fort Worth PD marked unit as it was believed that Deleon had obtained 5 ounces of methamphetamine from Jesus SIDON on behalf of CABRERA-CASTILLO. Fort Worth PD officers conducted a traffic stop on Deleon in the 2900 block of Burchill Road in Fort Worth, Texas after investigators observed Deleon commit a traffic violation. Officers met with Deleon and obtained consent from Deleon to search the vehicle. During a search of the vehicle officers located a white plastic bag near the ash tray that contained 5 individual plastic baggies that each contained a crystal like substance with a field weight of 145.5 grams. Investigators conducted a field test of the crystal like substance which tested presumptive positive formethamphetamine. Criminal Complaint – Page 8 of 10 Case 4:16-cr-00122-O Document 1 Filed 04/18/16 Page 9 of 10 PagelD 88 Deleon was placed under arrest for the state offense of Possession of a Controlled Substance PG 1 4-200 grams. Deleon was found, in possession of a cellular phone with the same associated number as the one that had been intercepted talking with CABRERA-CASTILLO as detailed above. Shortly after the arrest of Deleon investigators began intercepting CABRERA-CASTILLO talking to Deleon’s wife about his arrest. CABRERA-CASTILLO was trying to determine if Deleon had been stopped on the way to meet with Jesus SIDON or if he was stopped on the way back in possession
of the methamphetamine. CABRERA-CASTILLO contacted Estevan SIDONGONZALEZ and asked him to call Jesus SIDON to see if Deleon had gone to the residence yet so that he could determine if he had been stopped on the way there or on the way back. SIDON-GONZALEZ called CABRERA-CASTILLO back a short time later and informed him that he had spoken with Jesus SIDON and that Deleon had already come and gone from the residence. It should be noted that officers stop Deleon only several blocks away from CABRERA-CASTILLO’s residence and believe that this further shows that he was on the way to deliver the methamphetamine to CABRERACASTILLO. 10. Although I have not listed all the facts regarding the numerous offenses of Estevan SIDON-GONZALEZ, Epitacio CABRERA-CASTILLO, also known as Charangas, Jesus SIDON and Teresa SIDON, I believe that the facts stated here establish probable cause that Estevan SIDON-GONZALEZ, Epitacio CABRERACASTILLO, Jesus SIDON and Teresa SIDON have committed a violation of 21 U.S.C. § 846 (21 U.S.C. §§ 841(a)(1) and (b)(1)(B)), Conspiracy to Possess Methamphetamine with the intent to distribute.
